Summary

Governments worldwide have implemented expansive restrictions on the freedom of movement in an effort to contain the spread of COVID-19. In so doing, how have human rights been protected? In Victoria, we have seen the declaration of a state of emergency, announcements of  various directions under the Public Health and Wellbeing Act, significant use of discretionary powers by police, and the passage of the COVID-19 Omnibus (Emergency Measures) Act 2020. The reactions of businesses - as employers, retailers, technology providers and social care operators - have also directly and indirectly impacted the capacity of individuals to exercise their human rights. 
This webinar will consider the human rights challenges raised by both state and business entities during the first few months of the COVID-19 pandemic and examine measures that might assist to safeguard those rights.
