Profile

Tim has a broad practice spanning public and administrative law, criminal law and general civil law matters.


He is regularly briefed by government, corporate and individual clients to advise and appear across a range of jurisdictions, both in Victoria and interstate, including:


  1. judicial review proceedings in Commonwealth and State Courts, including migration law matters and matters arising under the Charter of Human Rights and Responsibilities 2006;
  2. criminal law proceedings for both summary and indictable offences, including appellate matters;
  3. quasi-criminal matters under the Crimes (Mental Impairment and Unfitness to be Tried) Act 1997, Sex Offenders Registration Act 2004 and Serious Offenders Act 2018;
  4. merits review proceedings in the Victorian Civil and Administrative Tribunal and Commonwealth Administrative Review Tribunal;
  5. disability matters, including under the Mental Health and Wellbeing Act 2022, Guardianship and Administration Act 2019 and Disability Act 2006;
  6. regulatory matters, including under the Therapeutic Goods Act 1989 and associated customs legislation;
  7. leasing and tenancy matters under both the Retail Leases Act 2003 and the Residential Tenancies Act 1997;
  8. general civil litigation and disputes.

Prior to coming to the Bar, Tim practiced as a solicitor in Victoria Legal Aid’s civil justice program, and as an Associate Public Defender in Victoria Legal Aid Chambers, where he appeared (both led and unled) in a range of criminal and administrative law matters.


Tim was an associate to the General Division of the Administrative Appeals Tribunal (working with a range of members, but primarily Senior Member Egon Fice and Member Ann Shanahan).


Tim holds degrees in Law (Honours) and Arts from Bond University and a Master of Laws degree from the University of Melbourne.


Tim is a teaching associate at the Monash Law School, teaching criminal and public law in undergraduate and postgraduate law programs.


Tim read with Sarala Fitzgerald SC, and his senior mentor is Kathleen Foley SC.
