On 16 September 2014, the Legislative Council resumed debate on the Justice Legislation Amendment (Succession and Surrogacy) Bill 2014. The Bill passed the Council in an amended form. Mr. D.R.J. O’Brien, who circulated the amendments, said of the changes:
